had written the military commanders of the </span><st1:place><st1:placename><span>Army</span></st1:placename><span> </span><st1:placename><span>War</span></st1:placename><span> </span><st1:placetype><span>College</span></st1:placetype></st1:place><span>, the </span><st1:place><st1:placename><span>Command &amp;<br />
  General Staff</span></st1:placename><span> </span><st1:placetype><span>College</span></st1:placetype></st1:place><span>, </span><st1:place><st1:placename><span>West Point</span></st1:placename><span> </span><st1:placename><span>Service</span></st1:placename><span> </span><st1:placetype><span>Academy</span></st1:placetype></st1:place><span> and the Special<br />
Operations Command. <span> </span>Having received no<br />
response by </span><st1:date year="2007" day="1" month="8"><span>1 August 2007</span></st1:date><span> I wrote follow-up<br />
letters to MG David H. Hutton, Jr. (War College Commandant), General Bryan<br />
Brown (CG of the US Special Operations Command) who has since been replaced by<br />
Admiral Eric T. Olson, LTG Franklin L. Hagenbeck (West Point Superintendent), and<br />
MG William B. Caldwell IV (CG US Army Combined Arms Center).<span>  </span>Thus far none of these ranking officers have<br />
responded. Only Colonel Thomas W. Weafer, Assistant Deputy Commandant of the<br />
U.S. Army Command and General Staff College has written what I consider to be a<br />
letter of little value inasmuch as he does not relate to actions taken by the<br />
Commanding General in response to my communications with him of 16 June 2007<br />
and 1 August 2007: all to do with our government's aiding the enemy and the<br />
killing of our own personnel.<o:p /></span></p><br />

<p>It was to be a time of solemn remembrance that summer afternoon in 1988 when<br />
I stepped through the doors of the <st1:place><st1:placename><b><i>Special</i></b></st1:placename><b><i> </i></b><st1:placename><b><i>Warfare</i></b></st1:placename><b><i> </i></b><st1:placetype><b><i>Museum</i></b></st1:placetype></st1:place><i><br />
</i>on Smoke Bomb Hill at <st1:place><st1:city>Fort Bragg</st1:city>, <st1:state>North<br />
  Carolina</st1:state></st1:place>. I wanted to revisit my past, to reflect on<br />
that time when I was a part of a very special organization that would and could<br />
tackle any mission, anytime, anywhere, even against overwhelming odds and get<br />
the job done. Our motto was &quot;The impossible just takes a little longer.â€</p><br />
<br />
<p>I was enjoying the many and varied exhibits in that small, but awesome<br />
collection of unconventional warfare memorabilia until I was stopped in my<br />
tracks by an exhibit designed to honor General William C. Westmoreland. I<br />
understand fully that one should not despise another, but I own up to despising<br />
that military man who, by his own inaction and lack of integrity and courage<br />
before the U.S. Congress and his military superiors, aided and abetted the<br />
enemy in the <st1:country-region><st1:place>Vietnam</st1:place></st1:country-region><br />
conflict, the same enemy that had killed my four best friends.</p><br />

â€œUnder a panel of glass on my desk from the time I assumed command in Saigon I<br />
kept a quotation from Napoleon Bonaparte: â€˜A commander-in-chief cannot take as<br />
an excuse for his mistakes in warfare an order given by his sovereign or his<br />
minister, when the person giving the order is absent from the field of<br />
operations and is imperfectly aware or wholly unaware of the latest state of<br />
affairs. It follows that any commander-in-chief who undertakes to carry out a<br />
plan which he considers defective is at fault; he must put forward his reasons,<br />
insist on the plan being changed, and finally tender his resignation rather<br />
than be the instrument of his armyâ€™s downfall.â€™â€ <o:p /></span></p><br />
<br />
<p style="margin: 0in 0in 0.0001pt;"><span style="font-size: 11pt;"><span>            </span>In that same book, he writes, â€œThe<br />
enemyâ€™s obvious use of </span><st1:country-region><st1:place><span style="font-size: 11pt;">Cambodia</span></st1:place></st1:country-region><span style="font-size: 11pt;"> as a sanctuary and the refusal of </span><st1:state><st1:place><span style="font-size: 11pt;">Washington</span></st1:place></st1:state><span style="font-size: 11pt;"> authorities to allow me to do anything about it was<br />
frustrating.â€ For me that was General Westmorelandâ€™s personal admission of what<br />
I consider cowardly behavior. Not only General Westmoreland, but every general<br />
or admiral between him and the White House who refused to stand up to those who<br />
would deny our fighting men and those of the allies a fair chance on the<br />
battlefield were guilty of aiding the enemy. Why wasnâ€™t there a torrent of<br />
resignations when those who led our forces in battle recognized that the<br />
President and the Congress were aiding and abetting the enemy?<o:p /></span></p><br />

to do with my first six months as commander of Special Forces Team A-424,<br />
situated on the Cambodian Border in the district of An Phu had been an<br />
unconventional experience. <span>Â Â Â Â Â Â Â Â Â Â  </span>It<br />
was late December in 1965 when I accepted the Top Secret mission that would<br />
allow me and my team of Green Berets to take the war into sovereign Cambodian<br />
territory for the first time in that war, I naively thought all the others<br />
would follow as we proved successful. LTC William Tuttle, the commander of all<br />
Special Forces units in the IV Tactical Corps, looked me in the eye and told me<br />
that we would be â€œon our ownâ€ no matter what we faced once inside Cambodia.<br />
There would be no support from our higher headquarters.</p><br />

<p style="margin: 0in 0in 0.0001pt;"><span>Â Â Â Â Â Â Â Â Â Â Â  </span>â€œNot<br />
even medical evacuation?â€ I asked. Almost nose to nose with me, he replied, â€œIf<br />

<p>We were taught the fundamentals of psychological warfare operations by<br />
military instructors on Smoke Bomb Hill at <st1:place><st1:city>Fort Bragg</st1:city>,<br />
 <st1:state>North Carolina</st1:state></st1:place> in the spring of 1964 using<br />
their own personal experience and Department of the Army Field Manual 31-21<br />
Guerrilla Warfare and Special Forces Operations, dated <st1:date month="9" day="29" year="1961">29 September 1961</st1:date> as relevant references.</p><br />
<br />
<p>â€œUnconventional warfare,â€ we read in chapter 9 of FM 31-21, â€œinvolves<br />
ideological, religious, political and social factors which promote intense,<br />
emotional partisanship. Resistance organizations tend to attract personnel who<br />
accept violent change as a means of social action; they are motivated by hope<br />

particularly concerned because I have two grandsons in the military and would<br />

testing of newly designed tubular-frame rucksacks and armor insole jungle<br />

the Special Warfare School Officer's Course in the spring of 1964 were included<br />
in the special demolition techniques portion of training. <span> </span>The &quot;ear muff&quot; charge was taught by<br />
way of a dramatic demonstration that left no doubt in our minds of its unique<br />
nature and explosive effectiveness. Instructors would diametrically oppose two<br />
identical charges of plastic explosives (C-4) on a round bridge support column,<br />
arming each with an identical detonator and attaching equal lengths of lead<br />
wire to the one detonating device. When the device was triggered both charges would<br />
explode simultaneously, sending the force of the explosion into the center of<br />
the column from opposing directions. When those forces collided in the middle<br />
of the column, as was surely demonstrated, the column itself seemed to explode<br />
outwardly from its own center with sufficient force to destroy it. The earmuff<br />
charge was designed to be used on wood and concrete columns or trusses, etc.<o:p /></span></p><br />

only what they have gleaned from the papers or seen on TV telling of the<br />
